An unprecedented treaty that would attempt to restrict arms sales is expected to be drawn up at talks in the United Nations this week.

Here in Misratah, Libya’s third city, we have just experienced four more days of relentless shelling by Colonel al-Gaddafi’s forces. In just two of the residential neighbourhoods I have been able to visit in the past four days – Qasr Ahmad in the east of the city and Zawia al-Mahjoub in the west – hundreds of rockets and mortar shells have rained down, literally all over the place. I have lost count of how many homes I’ve seen that have been hit in these clearly indiscriminate attacks.

Amnesty International has welcomed the publication of the Foreign and Commonwealth Office (FCO) Human Rights Report 2011, but has warned that the report reveals inconsistencies between policies facilitating arms sales to the Middle East and North Africa, and the UK’s stated aims of upholding human rights and protecting civilians in the region.

But William Hague was keen to stress that there would “no downgrading of human rights”. The rule of law and “values” dear to the UK would be advanced around the world. “We cannot achieve long term security and prosperity unless we uphold our values”, said Hague.

Armed conflict has a devastating impact on the lives of millions of people around the world. Arms exporters help prolong violent conflict, profiting from the human tragedy it brings. Yet the UK government continues to grant export licenses to countries involved in armed conflict and to countries classified as being 'of concern' in the government's own human rights report. These sales are supported and promoted by a taxpayer funded arms sales unit, the UKTI Defence & Security Organisation (UKTI DSO). CAAT is calling for the closure of UKTI DSO and an end to its functions.
