The UN Security Council is meeting to consider action against Colonel Muammar Gaddafi's government in Libya over its attempts to put down an uprising.

A draft resolution calls for an arms embargo, travel ban and asset freeze.

It also proposes referring Col Gaddafi to the International Criminal Court for alleged crimes against humanity.

Milan Levar was Croat. He was one of the few brave ones determined to tell the truth about war crimes committed against Croatian Serbs by his own, Croatian armed forces.

He was killed by a bomb placed under his car outside his house in Gospić, Croatia on 28 August 2000. Almost 11 years on and the perpetrator of this crime has not been yet brought to justice.

Milan Levar was killed, because he had publicly campaigned for justice for victims of crimes committed during the 1991-1995 war in Croatia.

An Israeli army officer who fired the entire magazine of his automatic rifle into a 13-year-old Palestinian girl and then said he would have done the same even if she had been three years old was acquitted on all charges by a military court yesterday.

The soldier, who has only been identified as "Captain R", was charged with relatively minor offences for the killing of Iman al-Hams who was shot 17 times as she ventured near an Israeli army post near Rafah refugee camp in Gaza a year ago.

The manner of Iman's killing, and the revelation of a tape recording in which the captain is warned that she was just a child who was "scared to death",

Wikileaks reveals video showing US air crew shooting down Iraqi civilians

A secret video showing US air crew falsely claiming to have encountered a firefight in Baghdad and then laughing at the dead after launching an air strike that killed a dozen people, including two Iraqis working for Reuters news agency, was revealed by Wikileaks today.

The footage of the July 2007 attack was made public in a move that will further anger the Pentagon, which has drawn up a report identifying the whistleblower website as a threat to national security. The US defence department was embarrassed when that confidential report appeared on the Wikileaks site last month alongside a slew of military documents.

US general: Gay Dutch soldiers caused Srebrenica massacre

A senior US officer and former Nato commander sparked outrage in the Netherlands today by declaring that gay soldiers in the Dutch military were one of the reasons for the Srebrenica massacre, the worst act of mass murder in Europe committed since the second world war.

The Dutch government and military responded with anger and contempt after General John Sheehan, a retired marine corps officer who was Nato's supreme commander at the time of the 1995 atrocity, told a US Senate hearing that gay soldiers in the military could result in events like Srebrenica.

UN calls for war crimes investigation in Burma

A senior UN official has called for Burma's military rulers to be investigated over allegations of crimes against humanity and war crimes perpetrated against Burmese civilians, in a move that will sharply increase pressure on the isolated regime ahead of controversial national elections due later this year.
In a draft report to the UN Human Rights Council in Geneva, Tomás Ojea Quintana, special rapporteur on human rights in Burma, described "a pattern of gross and systematic violation of human rights" <snip>
"There is an indication that those human rights violations are the result of a state policy that involves authorities in the executive, military and judiciary at all levels," he said.

The Burmese opposition leader Aung San Suu Kyi failed in her latest bid to end more than a decade of house arrest today after the country's highest court threw out an appeal against her sentence.
The supreme court's decision was widely expected but her lawyer said he would launch a final special appeal to the supreme court after establishing the reasons why the latest attempt had been rejected. "The court order did not mention any reasons," he said.
The British ambassador Andrew Heyn attended the court session along with diplomats from Australia, France and the US.
"Although the decision comes as no surprise, it is deeply disappointing," he said.

The family of the American activist Rachel Corrie, who was killed by an Israeli army bulldozer in Gaza seven years ago, is to bring a civil suit over her death against the Israeli defence ministry.
The case, which begins on 10 March in Haifa, northern Israel, is seen by her parents as an opportunity to put on public record the events that led to their daughter's death in March 2003. Four key witnesses – three Britons and an American – who were at the scene in Rafah when Corrie was killed will give evidence, according the family lawyer, Hussein Abu Hussein.
The four were all with the International Solidarity Movement, the activist group to which Corrie belonged.

Assassinations have been an inseparable part of the Israeli-Arab conflict since pre-state days. Israel's security doctrine views the targeting of enemy operatives as an effective tactic. It's pointed, not too risky, and undermines the enemy's confidence. Critics cite the moral problem of extrajudicial killings, and warn that the successor might prove even worse – as happened after Israel killed Hezbollah leader Abbas Musawi in 1992, and got the more sophisticated Hassan Nasrallah in his place, in addition to the retaliatory bombing of the Israeli embassy in Argentina.
But despite the debate, Israel has never ceased to employ its assassination teams.

Burma's ruling junta has released the deputy leader of the country's pro-democracy party from nearly seven years in detention, but offered no indication that he or still-detained party leader Aung San Suu Kyi would be allowed to take part in this year's elections.
The release yesterday of 82-year-old Tin Oo, who helped found the National League for Democracy with Aung San Suu Kyi, comes shortly before a UN envoy visits Burma to evaluate the regime's progress on human rights.

The US contractor Blackwater is operating in Pakistan at a secret CIA airfield used for launching drone attacks, according to a former US official, despite repeated government denials that the company is in the country.
The official, who had direct knowledge of the operation, said that employees with Blackwater, now renamed Xe Services, patrol the area round the Shamsi airbase in Baluchistan province.
He also confirmed that Blackwater employees help to load laser-guided Hellfire missiles on to CIA-operated drones that target al-Qaida members suspected of hiding in the Afghanistan-Pakistan border regions.......

Mauricio Fernandez could have been forgiven for sounding triumphant when he announced that the drug boss who had threatened to assassinate him had been shot dead by police in Mexico City.
Fernandez, the mayor of San Pedro Garza Garcia, the country's wealthiest municipality, was applauded when he revealed that Hector 'Black' Saldaña, a cartel chief turned kidnapper, had been killed.
The announcement, however, was premature – according to Mexico City prosecutors, Saldaña's blindfolded body was not found for another three hours, and was not identified until two days later.

CIA interrogators threatened a captured al-Qaida leader with a power drill and a pistol in what was described as a mock execution, according to a long-suppressed report due to be released on Monday.......The full findings on the CIA's interrogation programme are to be made public after a federal judge upheld an appeal from the American Civil Liberties Union for their release.
The report is understood to describe mock executions where interrogators tried to get detainees to talk by firing a gun in an adjoining room to pretend another prisoner had been killed.

The CIA enlisted the infamous security company Blackwater in a secret programme to track down and kill al-Qaida leaders, US intelligence sources confirmed today.
Blackwater staff, many of whom are former members of US special forces and former members of the CIA, were recruited in 2004 as part of the programme, estimated to have costs millions of dollars. No raid to capture or kill al-Qaida leaders was ever carried out and the programme was closed down this year.
But the employment of Blackwater raised new questions about the legality of the CIA's behaviour during the Bush administration and about the agency's widespread use of outside contractors.

One of the most notorious Serbian mass murderers and paramilitary chiefs from the war in Bosnia was sentenced to life in prison today, 17 years after he helped turn the ancient town of Visegrad in eastern Bosnia into a morgue for Muslims.
Milan Lukic, whose career has included organised crime, drug rackets, involvement in the protection networks of Bosnian Serb leader Radovan Karadzic and years on the run in Latin America, was found guilty of murder and crimes against humanity by the international war crimes tribunal in The Hague.

America is bracing itself for a series of investigations that could see top officials from the administration of President George W Bush hauled in front of Congress, grilled by a special prosecutor and possibly facing criminal charges.
Several investigations will now cast a spotlight on Bush-era torture policy and a secret CIA assassination programme, examining the role played by big names such as the former vice-president Dick Cheney and the former defence secretary Donald Rumsfeld.
In one investigation into the controversial firing of federal prosecutors, Bush's political guru, Karl Rove, has already been forced to appear before Congress and give testimony behind closed doors.
