CapitalistHolocaust's thoughts:
After overthrowing democracy in Guatemala in '54, the U.S. installed a series of right wing military juntas who tortured, murdered & disappeared 200,000 over the decades.
In 1990, the US congress voted to stop aid to the Guatemalan Govt. who were clearly carrying out 90% of the atrocities, but G. Bush authorized the CIA to secretly continue sending millions of dollars.
